Kills the false Tanko-down alarm class at both layers. Contract: primary vantage = amdpve host pct exec 112 (systemctl is-active dsh-web + curl 127.0.0.1:3080; ANY HTTP status alive, only refused/timeout down); fallback = public URL 302/401 healthy; states .122:3080 remote-refused is by design and per-worker SSH key availability is not a dependency. Runtime: scripts/zulip-monitor.sh retargeted off the retired hermes gateway_state.json path (firstmate decisions nm-gate-f1-f2 + nm-gate-d1). no-mistakes run passed.
