Description
Private topic enforcement and @all-bots broadcast. -private topics only owner can create. @all-bots via dedicated all-bots user.

ADRs: 001, 006, 011, 012

AC: Non-owner rejected, owner accepted, @all-bots reaches all 6 agents.

Depends: #4 core adapter

Priority: P1 — High
