Changes (Phase 1, corrected)

Regenerated apartment_mapping.json from the source Excel (pavilion-apt-numbering.xlsx): 134 units (floors 1–7, wings East/West, 13 detached (B)). Prior doc's "88 units / Penthouse / Library / Pool" were not in the source data.
Added 12 new issue categories to SEED_CATEGORIES_DATA (9 Maintenance + 3 CS). New seed total = 35 (22 Maintenance, 9 CS, 4 Emergency).

Notes

No alembic migration: schema is created at startup (Base.metadata.create_all + ensure_legacy_schema) and categories/units are seeded by idempotent functions.
App is containerized (FastAPI/uvicorn); deploy via docker compose up -d --build after merge.
WARNING: unit codes changed from the old 011E style to the Excel's 101E style. The existing PoC DB will retain 120 legacy orphan rows unless wiped. Fresh deploy reseeds clean.
