root f90124c6e9 Fix pm2-self-heal drift: declare execution host CT100/.24 and 5-process scope
The PM2 set lives on CT100/.24 (local, not CT116). CT116 runs systemd+docker, no PM2.
Process scope (5/5, 2026-08-09 ruling, ecosystem authoritative):
abiba-zulip, abiba-telegram, gitea-runner, spoton-service, zulip-watchdog

This prevents future dispatches from drifting to the wrong host.

root d646539e81 FLEET-WIDE STALE gemma-4-12b PURGE — replace with gpu-vision
Purge all gemma-4-12b references from prose-contracts repo.

Current reality (verified 2026-09-06):
- .8 (ct8, RTX 3090): Qwen3.8-27B-Uncensored-Q4_K_M, aliases: qwen3.6-27B-code, gpu-dense
- .15 (strix): Carnice-Qwen3.6-35B-A3B-Q4_K_M MoE, alias: strix-moe
- .110 (ct110, RTX 5070): Qwen3.5-9B VISION (multimodal), alias: gpu-vision

Syslog-auto weighted pool: qwen3.6-27B-code 0.70 + strix-moe 0.20 + gpu-vision 0.10

All gemma-4-12b references replaced with gpu-vision where it was the RTX 5070 model.
Vision/light roles now route to gpu-vision (not gemma-4-12b).

The fixer reads Kwame's previous response and **executes the decision to completion** — it must not leave a node in review-pending forever. Tagging alone is NOT enough; each confirmed decision must also update `state` and `updated_at` so the node drops out of the stale window on the next run.

**Why `updated_at` must be bumped (critical):** the Level-1 staleness query keys off `updated_at < now - window`. If the fixer clears the tag but leaves a stale `updated_at`, the node is immediately re-flagged on the very next run and the cycle repeats forever. Bumping `updated_at` to now pushes the node back to the front of the window.
**Exclusion after action:** once an action is applied, the node's description no longer starts with `[REVIEW:` (archive → `[ARCHIVED]`, refresh/keep → original text), so it is not re-processed.
