Captain-priority fix (2026-08-22): infrastructure-monitoring kept returning canned HTTP 000 reports because the contract had no execution procedure. Adds an explicit check-health section under Execution with real live probes (Zulip POST, pm2 jlist, GPU exporters .8/.110/.15:9400, Prometheus .116:9090, Grafana .116:3001, LiteLLM .116:4001) and a hard RUN LIVE, NEVER ECHO rule. Mirrors the gpu-monitor contract pattern. Single clean commit from master - no conflicts. Merge authority: captain (no-mistakes, yolo off).
