Summary

Extracted the zulip-monitor.sh email-spam fix from the stuck fix/contracts-20260815 branch onto a clean branch from master.

Changes

  • Removed Gmail SMTP email alert (was spamming captain with every check)
  • Replaced with Zulip #agent-hub posting on topic zulip-health
  • Kept private DM to captain (user 9) for critical alerts only
  • Fixed LOG variable scope bug (was unbound)
