Description
Verify Zulip server on CT 117 (storepve) is healthy and accessible.

Acceptance Criteria

  • CT 117 Zulip container responds on HTTPS
  • Admin login works
  • #agent-hub stream exists or can be created
  • API endpoints respond to health checks

Dependencies: None (prerequisite for all other work)

Priority: P0 — Critical
